The purpose of these 'Guidelines' are to promote continuity in club procedures from one group of officers to the next.
GENERAL
1. These guidelines should be reviewed by each new group of officers by the second Executive Board meeting of their term.2. All officers should have a copy of the Grand Terrace Toastmasters By-Laws. These By-Laws should be distributed by the President at the first Executive Board meeting.
3. The weekly meeting assignment schedule shall be a part of the Tid Bits & Tales Newsletter and be sent to all membership.
4. The nominating committee shall be appointed by the President during the first week of April or October (as appropriate). The immediate Past President shall be the chairman of this committee. The committee will consist of five members. The slate of officers shall be presented at the regular meeting during the first week of May or November (as appropriate). Elections should take place at the next regular club meeting.
NEW MEMBERS
5. New members membership applications should be given to the VP of Membership who in turn gives the application with payment to the Secretary. The Secretary sends the application with a club check obtained from the Treasurer to Toastmasters International. The amount to be collected from each new member is the Toastmasters International new member fee and prorated dues as shown on the Application for Membership plus the Club 290 $8.00 membership fee (prorated at $1.00 per month - same schedule as International but 1/3 the amount).6. Adequate supplies of new Membership Kits and pins will be the responsibility of the VP of Membership. The kits and pins will be presented to the new member at their installation.
7. A mentor will be appointed by the VP of Education for all new members. All members will be assigned a mentor until they have reached the CC level. The VP of Membership should ask the new member if they have a preference as to who this mentor should be. The VP of Membership should also confer with the VP of Education as to mentor assignment.
FINANCIAL
8. Members should wear name badges at the weekly club meetings or be subject to a club fine of 25 cents per meeting.9. Any expenditure of $20.00 or less can be presented to the Treasurer by a member for payment of club related expenses. Any expenditure over $20.00 should be approved by the officers before payment.
10. Tid Bits & Tales publishing and postage shall be accepted by the Treasurer for each publication without the necessity of obtaining approval of the officers.
11. Club 290 will pay out-of-pocket expenses, excluding transportation and lodging, of a club member who is a contestant at Toastmasters International contest and representing the club.
12. The club will make a $10.00 donation to Toastmaster International's Ralph C. Smedley Memorial fund in the event of a death of a member, member's spouse, or member's children living at home. Otherwise a card or special donation from the members is appropriate.
13. In the event of illness of a member or member's spouse, a card shall be sent by the Secretary to the member. If the member is in the hospital over three days or there is an extended illness, a plant or flower arrangement should be given. In any case, the cost of the arrangement should not exceed $20.
14. A Lifetime Membership or Club Mentor award can be presented to a club member with the approval of the club. Thereafter, the semiannual dues will be paid by the club for that member.
15. An Honorary Membership can be awarded to a non-member. No dues are paid by the club to Toastmasters International.
ADDITIONAL OFFICER DUTIES
16. The VP of Education shall notify the Secretary when a new level of achievement is reached by a member. The Secretary will order the new level badge. The President will present the badge at a regular meeting.17. The VP of Education or his/her designee shall be responsible for the inventory of club supplies (except New Membership Kits and pins which are the duty of the VP of Membership) and presenting an order for the necessary purchases to the Secretary and Treasurer.
18. A Membership Profile should be collected by the VP of Membership when the member joins the club and of every member in the month of March.
19. The Sergeant-At-Arms shall be responsible for inventory and purchasing of supplies for coffee and related refreshments. The Sergeant-At-Arms shall present the billing for same to the Treasurer for reimbursement.
